Adds the ko locale with content.ko/_index.md (resource links) and content.ko/organization.md (Korean trans/LGBT advocacy orgs). Registers ko in config.yaml between ja and en (weight 5). Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
