Can this be folded into #54226? I think it'd be clearer if we had a single commit changing all the relevant tests. |

This is complementary to httpwg/http-extensions#3153 and renames the __HostHttp- prefix to __Host-Http-, to make deployment easier before the prefix is ubiquitously supported.
