Follow-up to #67, which reported the same lockout. Same symptom, different suggestion for where to fix it:
surface.tsalready hasmodelProviderAvailabilityForimported and uses it a few lines further down, so the onboarding flag can go through the same helper instead of reading stored keys raw.Trade-off against #67's approach is written up in the file.
