• version-only release PR; promotes the 0.4.11-rc.6 line to a stable latest
• minor bump instead of 0.4.11: prepareAccessPolicy(depositId, paymentMethod) and the capabilities() overload changed since 0.4.10, and the published peer-protocol-cli@0.3.1 still calls the one-argument form through its ^0.4.10 range
