Setup local dev environment

Description

Adds a Nix-based local dev environment.

• This has only been tested and built on NixOS. I plan to test and refine on MacOS later.
• The flake layout follows how Ghostty's done it.

I'm no authority, but please base your work on the one I've already done. Likely use this PR #527 as a base, as it already contains the (updated) cef-binary package.

I'm likely going to open a competing PR with the same goal, I'll be glad to exchange with you on this topic, I know next to nothing about devShells.
