- PCT is the fundamental overhaul of the revenue side, Bürgergeld of the spending side?
- Bürgergeld is minimally redistributive; only at the lower end of the spectrum / PCT is maximally redistributive
- PCT lowers the nominal rates of the Bürgergeld, same for NIT
- PCT alleviates the "spending" bias of the Bürgergeld
- Problem: Arbeitslosigkeit ist nicht unabwendbar
- Wichtige Frage: reale Sparquote.
- Offe 51: realistic only under departure from Bismarck (PAYGO, Income Taxation + VAT)

- Homo reciprocans is key, yes, but only in the very long term. We need to understand what the mode of production would be.
- We agree on the dual crisis of the welfare state. We disagree on where to look for an explanation, or a solution.
- Here's a key idea: the discussion of the welfare state must, include a discussion of savings rate and how much we put in consumption goods, and how much we put in investment goods. This is were the puzzle lies. Don't forget about this! Think real dissavings (aging, environment, productivity, developing world)
- über SCherhorn: externalities are not just redistribution, they are also real losses.
