docs(openapi): match the management spec to the handlers, add the OSS edition and an operationId contract check - #8891
This PR brings the OpenAPI spec in line with the current management API and adds two guardrails around it. First, an OSS-only bundle of the spec, which the OSS gateway's management MCP (/v1/mcp) builds its tools from. Second, a CI check that stops operationIds, which are the MCP tool names agents call, from disappearing silently.
Changes
OSS spec bundle
bundle.py gets --edition full|oss. The oss edition drops every operation tagged x-mint.metadata.tag: Enterprise, plus deprecated aliases whose x-bifrost-successor is enterprise-only, and removes paths left with no operations.
The openapi-bundle workflow now also produces and commits docs/openapi/openapi-oss.json. Changes to that file don't retrigger the workflow.
operationId contract check
New openapi-contract.yml workflow runs check-openapi-operationids.py on PRs touching the spec or the changelog.
The script bundles the spec at the latest non-prerelease transports/v* tag and at the working tree. Both bundles are built from the YAML sources, since the committed openapi.json can lag.
It fails if a non-deprecated, non-enterprise /api operationId present at the tag is gone and not named (whole-word match) under a heading containing "Breaking" in transports/changelog.md.
Unit tests are in check-openapi-operationids.test.py and run in the workflow before the check.
New operations documented
Configuration: updateConfigMetadata (POST /api/config/metadata), listFeatureFlags and updateFeatureFlag (/api/feature-flags).
Providers and models: refreshProviderModels and refreshProviderKeyModels, upsertModelCatalogEntries (PUT /api/models/catalog), and listLoadedPlugins.
MCP library: list, publish, filter data, force sync and delete.
OAuth2: grants (listOAuth2Sessions, revokeOAuth2Session) and the consent flow (getOAuth2ConsentFlow, submitOAuth2ConsentFlow).
Logging: user-agent mapping CRUD.
Removed from the spec
createUserGovernance, updateUserGovernance and deleteUserGovernance.
rotateVirtualKey.
websocketResponses.
from_memory on team, customer, budget and rate-limit endpoints. It remains on provider governance.
The calendar_aligned field on budget request schemas.
The provider query parameter on /api/models/base.
Schemas and parameters brought in line with the handlers
Teams and customers: pagination (limit, offset, search), budgets, rate limits and calendar alignment.
Virtual keys: business unit ownership, agent grants, per-model budgets and new list filters.
Log filters: the log, histogram, ranking and dashboard endpoints now accept the new dimensions (apps, user agents, agent names, guardrail outcomes, complexity and others). MCP log endpoints share one _mcp-filter-parameters block, and the SearchFilters schema is expanded.
MCP clients and sessions:
allow_by_default replaces allow_on_all_virtual_keys, which stays as a deprecated alias.
endpoint_slug and tool_pricing on client creation.
Session list filters.
Providers:
Network, key and AllowedRequests options, including Bedrock Mantle, Databricks and GitHub Copilot key configs.
A documented UpdateProviderRequest replace-versus-keep contract, and a StoredProviderKey schema for /api/keys.
Warp, prompts, skills, webhooks, plugins and notifications: the request and validation details the handlers enforce.
Go changes
validateUserAgentMapping rejects values over the column limits (pattern 512, app 128, logo MIME 128, counted in characters). This returns a 400 instead of a store error, and a test covers it.
The management MCP deny-list now includes getOAuth2ConsentFlow and submitOAuth2ConsentFlow, because these are browser steps authorized by one-time tokens.
TestManagementMCPDenyListMatchesSpec now validates deny-list entries against the YAML sources, so a PR that adds an operation and denies it doesn't fail before the bundle is regenerated.
spec_invariants_test.py no longer lists any known orphan fragments and now detects same-file $refs written with double quotes.

openapi-oss.json contains no operations tagged Enterprise.
The contract check reports the operationIds removed in this PR (createUserGovernance, updateUserGovernance, deleteUserGovernance, rotateVirtualKey, websocketResponses have no /api OSS successors) unless they are listed under a "Breaking" heading in transports/changelog.md.

Breaking changes
Yes
No
The spec no longer exposes the operations listed above, so management MCP tools with those names disappear. from_memory and calendar_aligned are no longer documented on the affected endpoints and schemas. allow_on_all_virtual_keys is deprecated in favor of allow_by_default and is still accepted. Each removed operationId must be named under a "Breaking" heading in transports/changelog.md for the new contract check to pass.

Security considerations
The OAuth2 consent flow operations are deny-listed from the management MCP, since they are authorized by one-time tokens or a dashboard session.
The OSS bundle drops enterprise-only operations, so they aren't offered as tools on the OSS gateway.
The new CI workflow has read-only permissions and uses Harden Runner with a restricted egress allow-list. Dependencies install with --require-hashes.

I verified builds succeed (Go and UI)
I verified the CI pipeline passes locally if applicable
Expanded the API reference with management endpoints for configuration metadata, feature flags, provider model refresh and catalog updates, MCP libraries, OAuth sessions and consent, loaded plugins, and user-agent mappings.
Added logging and MCP filters, governance options, provider settings, and configuration fields; updated pagination and request requirements across several APIs.
The reference no longer includes user-governance operations, virtual-key rotation, or the WebSocket responses endpoint.
Added standard and OSS OpenAPI bundles.
The pull request adds OSS-specific OpenAPI bundling and a release-based check for operation ID removals. It expands management API documentation and schemas, adds MCP library and OAuth management contracts, and updates existing governance, provider, logging, and other endpoint contracts.

Keep nested headings inside a breaking section.
If ## Breaking Changes contains ### Providers, this line ends the breaking section. An operationId listed under ### Providers then fails the check despite having a breaking note. End the section only at a heading of the same or higher level.

Accept only breaking notes added since the baseline release.
If a baseline changelog already names an operationId under a breaking heading, removing that operationId now passes without a new announcement. Compare the current changelog with transports/changelog.md at base_ref, then check only new breaking notes.

In .github/workflows/scripts/check-openapi-operationids.py, Line 102 reads the full current changelog, and Line 104 passes it unchanged to unannounced_removals(). The checker does not read the changelog at base_ref, so an old breaking note can still satisfy a new removal.
The fix still needs to restrict accepted breaking notes to those added since base_ref. The current tests do not cover this case. This assessment is based on source inspection; I did not run tests.
The reason will be displayed to describe this comment to others. Learn more.
Subheadings hide breaking notes
breaking_sections stops collecting text at every heading, including subheadings inside a Breaking section. A removal note beneath ## Breaking Changes → ### MCP tools therefore fails the check even though it is documented. Keep collecting through deeper headings until a heading at the same or higher level ends the section, and add a regression test.
The reason will be displayed to describe this comment to others. Learn more.
Schemas exclude supported clears
The new description says null clears proxy_config, custom_provider_config, and prompt_cache, but UpdateProviderRequest still gives these fields object-only schemas. Clients generated from the spec cannot express these supported clears. Allow null for all three fields, as this change already does for openai_config.

Add model_budgets to VirtualKeyProviderConfig.
The handlers populate provider model budgets in virtual-key responses, but this response schema omits the field. Generated clients cannot represent the nested model limits. Add the matching response shape.
An omitted field does not prune existing limits. An explicitly supplied incomplete model_budgets array does prune models absent from that array. The separate model-config endpoints provide another retrieval path, so the impact is minor rather than major.

Qualify scope-ID omission when scope_kind is supplied.
The handler clears all stored scope IDs whenever scope_kind is present, then keeps only IDs explicitly supplied in the request. This also applies when the supplied value matches the existing value. The merged record then requires the IDs for the selected scope. State that clients must resend every required ID whenever they supply scope_kind. Keep the existing omission and null behavior only when scope_kind is omitted.

Allow the documented offset fallback.
The schema rejects an out-of-range utc_offset_minutes, but the description says the server falls back to UTC. Overview
This PR brings the OpenAPI spec in line with the current management API and adds two guardrails around it. First, an OSS-only bundle of the spec, which the OSS gateway's management MCP (
/v1/mcp) builds its tools from. Second, a CI check that stops operationIds, which are the MCP tool names agents call, from disappearing silently.Changes
OSS spec bundle
bundle.pygets--edition full|oss. Theossedition drops every operation taggedx-mint.metadata.tag: Enterprise, plus deprecated aliases whosex-bifrost-successoris enterprise-only, and removes paths left with no operations.openapi-bundleworkflow now also produces and commitsdocs/openapi/openapi-oss.json. Changes to that file don't retrigger the workflow.operationId contract check
openapi-contract.ymlworkflow runscheck-openapi-operationids.pyon PRs touching the spec or the changelog.transports/v*tag and at the working tree. Both bundles are built from the YAML sources, since the committedopenapi.jsoncan lag./apioperationId present at the tag is gone and not named (whole-word match) under a heading containing "Breaking" intransports/changelog.md.check-openapi-operationids.test.pyand run in the workflow before the check.New operations documented

validateUserAgentMappingrejects values over the column limits (pattern 512, app 128, logo MIME 128, counted in characters). This returns a 400 instead of a store error, and a test covers it.getOAuth2ConsentFlowandsubmitOAuth2ConsentFlow, because these are browser steps authorized by one-time tokens.TestManagementMCPDenyListMatchesSpecnow validates deny-list entries against the YAML sources, so a PR that adds an operation and denies it doesn't fail before the bundle is regenerated.spec_invariants_test.pyno longer lists any known orphan fragments and now detects same-file$refs written with double quotes.Type of change

How to test
Expected results:
openapi-oss.jsoncontains no operations tagged Enterprise.createUserGovernance, updateUserGovernance, deleteUserGovernance, rotateVirtualKey,websocketResponseshave no/apiOSS successors) unless they are listed under a "Breaking" heading intransports/changelog.md.Screenshots/Recordings

Breaking changes
The spec no longer exposes the operations listed above, so management MCP tools with those names disappear.
from_memoryandcalendar_alignedare no longer documented on the affected endpoints and schemas.allow_on_all_virtual_keysis deprecated in favor ofallow_by_defaultand is still accepted. Each removed operationId must be named under a "Breaking" heading intransports/changelog.mdfor the new contract check to pass.Related issues
