feat(transports): management MCP builder exposing every /api operation as a tool - #8889
This PR adds a management MCP that serves Bifrost's own /api surface as MCP tools on /v1/mcp. Every /api operation in the published OpenAPI spec becomes a tool, so MCP clients can manage a gateway directly. Tool annotations also tell clients which operations are destructive, so they can ask for confirmation before running them.
Changes
Added the ManagementMCP handler in transports/bifrost-http/handlers/managementmcp.go. It loads the OpenAPI spec in the background, retries with exponential backoff (5s up to 5m), and publishes the MCP server once the load succeeds. Startup never blocks on it, and the server is nil until the spec loads.
Spec sources are read at the release's own tag (refs/tags/transports/<version>), so each release exposes exactly the API it ships with. Builds without a release version read dev. An enterprise suffix on the version is stripped when resolving the tag.
An OSS gateway reads openapi-oss.json first and falls back to the full openapi.json, filtering out operations tagged Enterprise. The fallback covers releases cut before CI published the OSS spec. An enterprise gateway reads the full spec.
BIFROST_MCP_SPEC overrides the spec source with a URL or file path, for air-gapped installs.
Operations are curated before tools are synthesized. These are left out:
Deprecated operations.
Operations on a deny list: login/logout/session setup, one-time-token OAuth and per-user-header browser flows, SSE streams, and binary skill downloads or marketplace manifests.
Enterprise-only operations on OSS gateways.
Operations this gateway does not route, via the Served hook.
Non-GET operations when writes are disabled.
Deny-list entries are keyed by operationId. An entry that no longer matches the spec is logged at load and fails in tests, so a rename can't silently re-expose an operation.
Write tools are off by default. BIFROST_MCP_ALLOW_WRITES enables them.
Tool annotations replace the method-derived hints from openapimcp:
Tools are marked closed-world, since they only act on this gateway.
Every DELETE is destructive.
A POST or PUT is destructive only if the spec marks it with the new x-bifrost-destructive: true extension.
openapimcp now keeps an operation's x-* keys in a new Operation.Extensions field, for both OpenAPI 3 and Swagger 2. This is what makes the destructive marker and the enterprise tag readable.
Marked these operations x-bifrost-destructive: true in the OpenAPI YAML:
Access profile deactivate and propagate.
Virtual key rotate, bulk rotate and rotate-by-id.
Log cost recalculation.
MCP client reauthorize and reregister.
Complexity analyzer reset.
Vault cache flush.
Webhook secret rotation.
Added a BifrostMCP field to BifrostHTTPServer.
The destructive-marker test uses synthetic operations. CI regenerates openapi.json after merge, so markers added to the YAML aren't in the committed bundle yet.

The new tests cover these cases:
Every /api operation becomes a tool unless it is excluded.
Deny-list entries match the spec.
Edition and writes filtering.
Annotations and the destructive marker.
Spec source resolution and fallback.
Failed load followed by recovery.
Loading from a file.
Parsing of operation extensions in both OpenAPI 3 and Swagger 2.
New environment variables:
BIFROST_MCP_SPEC: URL or file path (absolute, or relative to the app dir) that overrides the spec source.
BIFROST_MCP_ALLOW_WRITES: set to true to expose non-GET management tools. The default is false.

Security considerations
Write tools are disabled by default and require BIFROST_MCP_ALLOW_WRITES=true.
Operations that mint, trade or end dashboard credentials are never exposed. These include login, logout, setup session and WS ticket issuance. The one-time-token OAuth and per-user-header flows are also excluded.
Tool calls run in process through the /api chain, so no network host is dialed and existing handling still applies.
Destructive operations are flagged through the DestructiveHint annotation so clients can require confirmation.
Enterprise-only operations are never exposed on OSS gateways, even when the full spec is the fallback source.

The title uses the conventional commit form and is 80 characters long, which is within a normal range. It does not describe anything absent from the changeset.

Explanation
The description follows the repository template and covers the main sections. The Summary and Changes sections explain the purpose, design, and trade-offs in detail. The type of change, affected areas, how to test, environment variables, breaking changes, and security considerations are all filled in. Some template items are incomplete. The Related issues section says N/A, and the checklist leaves the contributing guidelines and build verification items unchecked. The How to test section also omits the expected outcomes that the template asks for. The description also names the handler file as managementmcp.go, but the changeset adds bifrostmcp.go. This mismatch should be fixed.
Resolution
Correct the handler file name in the Changes section from managementmcp.go to bifrostmcp.go. Add expected outcomes to the How to test section. Confirm the unchecked checklist items, or check them once they are done. Reconcile the Related issues entry if an issue exists.

Synchronize the shared health state.
The handler and test goroutine access healthy without synchronization. The HTTP request sequence does not establish a happens-before edge for this variable. A race-enabled test run can report a data race. Use atomic.Bool.
